Abstract

Mass media has a function to provide information and plays an important role in social control. Public concern arises due to corruption that occurs in the Ministry of Social Affairs. This research aims to find out how the framing of news conducted by online media Detik.com the arrest of Social Minister Juliari Batubara in the COVID-19 social assistance corruption case on December 06, 2020 using a qualitative approach with framing analysis. The framing model used by researchers is the Robert M. Entman framing model. Entman looks at framing in two major dimensions, namely the selection of issues and the emphasis or protrusion of certain aspects of reality/ issues, and uses four elements of framing Robert M. Entman namely define problem (defining the problem), diagnose causes (estimating the problem / source of the problem), make moral judgement (making moral decisions), and treatment recommendation (emphasizing solving). The results showed that Detik.com define this issue into legal issues by placing Juliari Batubara as the cause of the problem of committing acts of corruption because it has received bribes for social assistance. The moral choice made by Detik.com is seen in the threat of the death penalty. The resolution of the problems that befell Juliari coal was done through legal settlement. The corruption case of social assistance funds carried out by Mensos Juliari Batubara in accordance with the applicable law.
