Abstract

The research is aiming for knowing how the policy of editorial Rakyat Merdeka newspaper in determining headline news. The policy of editorial is basic consideration some mass media institution for broadcast a story. Headline is the most read news and attact the attention of audiences. If an invident be the headline then the related side of people consider it as an important event. Many interesting and important events happens everyday, so it’s not possible to broadcast everything, therefore it should be filtered with basis of consideration set by the mass media managers who broadcast the news and they used the gatekeeping’s theory. Constructivism paradigm been used on this research with qualitative and descriptive research method. The data were obtain from interview and observation. The result is, in choosing the headline there are several determinant, there are economic, legal, deadline, ethics, competitors, news value, and feedback reaction. The news value is the most important basic guideline that is from important people especially political figures, information, actual, and conflicts. From this various values, the most worthy of the headline it’s because a readers will be interested in choosing news accordance with need for the value of the news. Rakyat Merdeka newspaper has a courageous policy of displaying different titles, the titles is made in the form of attitude of an event, not flat, and criticism. And then titles are made with the language of casual conversations, then the narrative is also made in a language that is easily understood by the readers. And that is the power of headline news in the Rakyat Merdeka newspaper.
